The Examination for Foreign Students (YÖS) is organised by ÖSYM every year for the selection and placement of foreign students in the institutions of higher education in Turkey. YÖS is only for those applicants who wish to enrol in undergraduate programs. Students wishing to transfer to an undergraduate program must apply directly to the institutions concerned.
The first condition for those wishing to take YÖS is that they must hold the nationality of a country other than Turkey (stateless citizens and refugees can also apply). Secondly, they must be in the last year of secondary education or have successfully completed secondary education in Turkey or at a school in which the education is equivalent to that of a Turkish lycée. Lastly, they must meet the specific requirements of the institution of higher education in which they wish to enrol.
YÖS is generally held in the last week of June. The main Centre is Ankara, but there are usually Centres in most Middle Eastern and some African and Asian countries. In all Centres, the date and the hour (adjusted to local time) of the examination is the same.
The examination consists of two parts in a single booklet. The first part is The Basic Learning Skills Test , which mainly assesses abstract reasoning. The questions have minimal dependence on language but explanations are given in Turkish and English. The second part is The Turkish Language Proficiency Test , which assesses the candidate’s comprehension of written Turkish. It is important to note that in the placement procedure of the candidates, only the score of Basic Learning Skills Test is used. Both tests consist of multiple-choice items.
For any academic year, the selection and placement of foreign students in institutions of foreign students in institution of higher education in Turkey are carried out by the Student Selection and Placement Centre (ÖSYM) on the basis of results of the Examination for Foreign Students.
Application is made by sending or personally delivering the Application Form to ÖSYM. The form is enclosed in the Guide prepared by ÖSYM, in addition to the other required documents. Once a candidate has applied to take the YÖS examination, and received an application number, this must be quoted in all communications with ÖSYM. Correspondence in which the application number is not stated will not be taken into consideration.
No additions or changes can be made on the Application Form or in the list of preferences or in the choice of the examination centre after the form has been submitted. If more than one completed Application Form, together with a statement of payment of fees is received from the same applicant, the last application will be the one that is considered valid.
ÖSYM is only concerned with applicants who wish to enrol in undergraduate programs. Anyone wishing to transfer to another undergraduate program, or to commence postgraduate studies, must apply directly to the institutions concerned.
ÖSYM is not responsible for postal delays and losses during correspondence. Applicants who have lost or not received their Entrance Cards or Examination Results by the given dates may request another one from “ÖSYM-Bilkent, Ankara, TÜRKIYE”.
ÖSYM is in no way responsible for any housing or maintenance problems of students, nor can it be used as an intermediary for securing a scholarship or a residence permit.
The application and examination fee cannot, under any circumstances, be carried forward to another academic year.
Upon the publication of the Guide of YÖS, ÖSYM reserves the right to make changes in the regulations of the examination.
Applicants-
a) must hold the nationality of a country other than Turkey (persons without a state and refugees may also apply).
b) must be in their last year of secondary education or have successfully completed secondary education at any Turkish lycée or at a school in which the education is equivalent to that of a Turkish lycée.
c) must meet the specific requirements of the institution of higher education in which they wish to enrol.
Applications cannot be considered from anyone who-
a) has Turkish nationality
b) is a citizen of the Turkish Republic of Northern Cyprus
c) holds dual nationality one of which is Turkish or that of the Turkish Republic of Northern Cyprus
d) holds Turkish nationality but has completed his/her secondary education abroad or in the Turkish Republic of Northern Cyprus.
e) has been dismissed from a program of higher education in Turkey for disciplinary reasons, or has been proved guilty of cheating or in any way not confirming with the rules and the regulations of the YÖS examinations that have been held previously.
f) is under a cultural exchange program between Turkey and their own country, or has received a scholarship for higher education from the Republic of Turkey.
Those students, who wish to apply for the YÖS Examination, should get an “Application Form” and the “ÖSYM-YÖS Guide”. Requests for these can be made in writing to ” Ögrenci Seçme ve Yerlestirme Merkezi, ÖSYM-YÖS, Ankara, TÜRKIYE” or in person to “ÖSYM Bilkent/ANKARA “.
For an application to be considered, the following documents must be completed and received by ÖSYM no later than the date specified in the Guide: a) a completed Application Form, b) the original receipt for the payment of the fee for application and examination (copies or photocopies will not be accepted). Both of these documents need to be sent in the same envelope.
The fee for application and entrance to the examination is announced in the Guide as well. The sum must be paid to the ÖSYM account specified in the Guide. Convertible foreign currency determined by The Central Bank of The Republic of Turkey will also be considered acceptable.
The documents submitted are examined by ÖSYM to make sure that they are complete. An “Examination Entrance Card” is prepared for the applicants whose documents are in order. The card will state the name of the centre at which the candidate will take the examination and also the specific building and hall.
Candidates taking the examination in Ankara,
a) who have given a postal address in Turkey will receive the Examination Entrance Card by post
b) who are not resident in Turkey will collect their Examination Entrance Cards from the ÖSYM office at ÖSYM 06538 Bilkent/ANKARA on personal application with a valid passport.
Candidates taking the examination at centres outside Turkey will collect their Examination Entrance Cards from the Embassy of the Republic of Turkey in the country concerned. Candidates must apply in person with a valid proof of identity.
Candidates are responsible for completing the formalities required by their own countries if they wish to take the Examination for Foreign Students at a centre outside their own country.

The two-part examination is in a single booklet. It is a multiple-choice test, and the candidate is required to select the right answer among the five alternatives.
The numbers of correct and incorrect answers in each of these YÖS tests are separately counted. The raw score of each test is obtained by subtracting 1/4 of the number of incorrect answers from the number of correct answers. The raw scores are converted to standard scores of which the mean is 50 and the standard deviation is 10.
In the placement of candidates in the programs of higher education; the examination scores, the candidate’s own order of preferences, the requirements of the specific programs, and the availability of places will all be taken into consideration. In the placement procedure, only the standard score of the Basic Learning Skills Test will be used. No one with a standard score below 40 will be placed in any of the higher education programs. The results of the Turkish Language Proficiency Test play no part in the placing of students in higher education programs whatever the medium of instruction is.
The examination results are mailed to the addresses given by the applicants on their Application Form. For this reason, candidates must be sure to give their full address and write it clearly in block letters on the reverse of the Registration Card and also carefully block in the same address in coded form on the Declaration form, which are all in the Application Form. In the event of a change of address, ÖSYM must be informed in writing immediately.
Successful candidates should note that they will be required to present their Examination Results Cards in order to register in the institution higher education in which they have been placed.
ÖSYM, previously called The Interuniversity Student Selection and Placement Centre (ÜSYM) was established on 22.11.1974 by The Interuniversity Board in accordance with article 52 of The University Law (Law no. 1750). In accordance with The Higher Education Law (Law no. 2547) which went into effect in 1981, the Centre was attached to The Higher Education Council and its name changed to The Student Selection and Placement Centre (ÖSYM). According to article 10 of The Higher Education Law:
The Student Selection and Placement Centre determines, in the context of fundamentals established by the Higher Education Council, the examination principles of the students to be admitted to the institutions of higher education, it prepares the tests, administers them, evaluates them on the basis of their results and the principles determined by the Higher Education Council and in the light of student demands, effects the placement of student candidates in universities and other higher educational institutions, taking into account, as it does so, the students’ own preferences, and carries out research related to these activities.
